EUONS is a discipline for thinking, not a compulsory four-heading template. It keeps policy ideas connected to what other people’s research can support, the choices available and what a reader might do with the evidence.
Start with the question
An article should identify the decision or claim it is examining before collecting material around a preferred conclusion.
Credit the original work
Research and evidence belong to the people and organisations that produced them. The publication explains and connects that work; it does not present synthesis or commentary as original research.
Cite and reference the evidence
Material research, factual, quantitative and legal claims need a citation close to the claim and an identifiable entry in the article’s complete source and reference list.
Use authoritative sources
Legislation, official statistics, original datasets, research papers and primary records take priority. Secondary reporting can provide context but should not carry a claim it cannot verify.
Separate evidence from judgement
Readers should be able to see what is known, what is inferred and where the author has reached a view.
Respect jurisdiction and context
UK evidence must identify the relevant nation or legal jurisdiction. International evidence must explain important differences before suggesting that a lesson will transfer.
Make uncertainty visible
Limitations, disputed definitions, missing denominators and evidence gaps belong in the argument, not in a defensive footnote.
Correct the publication record
Substantive revisions receive a visible updated date and, where necessary, a short explanation of what changed. Cosmetic edits do not create false freshness.
Keep a human editor responsible
AI can assist with research, checking, transformation, summaries and spoken editions. It is not an author and cannot approve publication.
Publication gate
Before publication, the source inventory, point-of-claim citations, complete reference list, quotations, legal or jurisdictional statements, image rights, summaries, translations, spoken editions and social metadata must be checked. The final decision remains a human editorial judgement.
